On August 21, Zhang Yupu, Deputy Secretary of the Autonomous Region Party Committee and Chairman of the Autonomous Region, visited Shizuishan City to conduct on-site inspections of employment and entrepreneurship initiatives and efforts to increase incomes among relocated residents. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping’s important instructions on ensuring stable employment, stable businesses, stable markets, and stable expectations; to continuously deepen the priority program for employment and entrepreneurship; to fully implement the “Ten Mechanisms for Supporting Enterprises”; and to adopt a multi-pronged approach to stabilize employment, boost incomes, and deliver concrete measures that strengthen enterprises and promote development.

Ningxia Zhongke Bio‑New Materials Co., Ltd. had previously suspended operations due to financial difficulties. With robust policy support aimed at helping businesses overcome challenges and stabilizing and expanding employment, the company has now fully resumed production and operations, with 530 employees back on the job or newly hired. Zhang Yupu engaged in in-depth discussions with the company’s leadership, encouraging them to maintain strong confidence in their development, focus on ensuring stable production and expanding capacity, and enhance their core competitiveness. He also urged relevant departments to step up support for enterprises that demonstrate growth potential, offer substantial employment opportunities, and are currently facing temporary difficulties, by precisely implementing policies, addressing practical issues, and intensifying efforts to stabilize businesses and safeguard jobs.

In Haiyan Village, Yanzidun Township, Huinong District—a resettlement village under the 12th Five-Year Plan—Zhang Yupu visited the facility‑agriculture park, gaining a detailed understanding of the investment model, operational performance, and profit‑sharing arrangements, and conducted random household visits. He emphasized the need to prioritize support for villages with weak collective economies and low incomes, helping them develop distinctive pillar industries; to improve mechanisms that link farmers to agricultural development; and to provide robust training and employment guidance, thereby enabling more residents to achieve sustained and stable income growth. He also stressed the importance of strengthening dynamic monitoring and targeted assistance, effectively addressing the urgent, difficult, and pressing concerns of the people, and firmly safeguarding against large‑scale relapse into or onset of poverty.

The “e+ Youth Entrepreneurship Incubation Park” in Shizuishan City primarily provides entrepreneurial support to groups such as college graduates, returning migrant workers, and veterans, having already helped create over 2,200 jobs and earning recognition as a “National-Level Demonstration Base for Entrepreneurship Incubation.” Zhang Yupu engaged in in-depth discussions with representatives of start-ups—including a tourism company specializing in educational and cultural tours and a catering enterprise operating urban convenience food trucks—encouraging them to take root in Ningxia, embrace innovation, and boldly explore new markets, thereby realizing their personal aspirations through entrepreneurship and innovation. He expressed hope that the incubation park would further strengthen its platform, enhance its services, and intensify support in areas such as resource matchmaking and mentorship‑training, enabling more innovative projects to move from concept to implementation and accelerate their growth, thus injecting fresh vitality and momentum into the development of their hometown.
