On March 10, the groundbreaking ceremony for the Ningxia Synthetic Biology Pilot-Scale and Industrialization Platform Construction Project was solemnly held at the R&D Center of Ningxia CAS Bio‑New Materials Co., Ltd. General Manager Fu Jie, accompanied by the management team and representatives from the construction and supervision firms, attended the event to jointly witness the official launch of this pivotal project—tasked with undertaking a national-level platform‑building initiative, positioning itself at the forefront of the synthetic biology industry, and driving high‑quality regional economic development. Earlier, the company had been successfully selected as a pilot‑scale capability‑building platform under the Ministry of Industry and Information Technology’s bio‑manufacturing program. The commencement of this project marks a critical step in implementing the national platform‑construction requirements and strengthening the company’s core pilot‑scale capabilities in bio‑manufacturing, thereby establishing a complete closed loop encompassing “qualification accreditation–physical infrastructure development–capability enhancement.”

 

 

As the core platform through which Zhongke Xincai has deepened its expertise in the synthetic biology sector and undertaken the construction of a national‑level pilot‑scale demonstration facility under the Ministry of Industry and Information Technology, this project boasts a total investment of approximately RMB 50 million and is slated for full completion and commissioning by June 30, 2026. The project’s key infrastructure includes a standardized pilot production line, a national‑level pilot‑scale and industrialization platform for synthetic biology, along with an integrated automated digital management system, a robust security and confidentiality monitoring framework, and supporting utility and ancillary facilities. Upon completion, the facility will fully meet all standard requirements of the MIIT’s bio‑manufacturing pilot‑scale capability‑building platform, establishing a closed‑loop, end‑to‑end innovation ecosystem spanning “R&D–pilot–industrialization.” This will provide comprehensive hardware support and service capabilities to facilitate the industrial translation of cutting‑edge technological breakthroughs.

At the groundbreaking ceremony, the company’s General Manager, Fu Jie, explicitly articulated the core principle that “construction safety comes first,” setting stringent requirements for safety management, quality control, and schedule adherence throughout the entire project lifecycle. He emphasized that synthetic biology is a strategic, emerging technology poised to drive transformative change across industries. The company’s successful inclusion on the Ministry of Industry and Information Technology’s platform for building pilot-scale manufacturing capabilities in biomanufacturing not only represents official national recognition of its technological expertise, industrial foundation, and pilot‑scale translation capacity, but also entrusts it with the vital mission of accelerating the commercialization of biomanufacturing innovations and empowering the sector’s growth. This pilot‑scale and industrialization platform project constitutes a pivotal initiative to address the critical bottleneck of the “pilot‑scale gap” in the synthetic biology industry and to bridge the crucial divide between laboratory‑derived breakthroughs and large‑scale industrial production. It also marks a key step for the company to leverage the technological legacy and industrial resources of its controlling shareholder, Xinhexin Group, thereby deepening its strategic positioning in the field of biomanufacturing. He underscored that, throughout the project’s execution, strict adherence to safety standards, rigorous quality oversight, and meticulous management of key milestones are imperative—ensuring the delivery of a high‑quality, benchmark‑setting facility that will be commissioned on schedule and deliver efficient, impactful performance, thus effectively translating the national-level pilot‑scale platform’s institutional advantages into tangible drivers of industrial development.

 

 

The commencement of this project marks the strategic implementation of Xinhexin Group, the controlling shareholder of NINGKE, in its forward-looking deployment in the synthetic biology sector and its efforts to deepen industrial development in Northwest China. It fully demonstrates the long-term vision and sense of responsibility of private-sector industrial capital in cultivating the real economy and pioneering cutting-edge industries. Since 2025, when Xinhexin Group took over NINGKE Biotechnology through restructuring and gained indirect control of Zhongke Xincai, it has not stopped at revitalizing existing assets. Instead, leveraging Ningxia’s geographic advantages, energy endowment, and industrial foundation, the group has adopted a core strategy of “technology empowerment + industrial upgrading,” systematically planning the full‑chain layout of the synthetic biology industry. This approach has driven a comprehensive upgrade of the company’s core capabilities and helped it successfully secure the national-level qualification of the Ministry of Industry and Information Technology’s pilot-scale manufacturing platform for biomanufacturing. It provides critical support for upgrading the technology and expanding the product portfolio of Zhongke Xincai’s existing long-chain dicarboxylic acid products, while also establishing an innovative platform for the company to enter new growth areas such as high‑value‑added bio-based new materials, functional food ingredients, and pharmaceutical intermediates.
